Step-by-Step Guide: The “USA VFS” Method
Step 1: Choose Your VAC
Most applicants in Eastern Canada (Montreal, Toronto) use VFS New York. Most in Western Canada (Vancouver, Calgary) use VFS Los Angeles.

Step 2: Prepare the Documents
Do not send “extra” papers. VFS is strict. You need exactly:
- Original Passport (Current & Valid).
- The PPR Letter: The “Request for Passport” letter from IRCC.

- Return Label (New York TO Canada):
- ⚠️ CAUTION: VFS documentation recommends FedEx, but for international returns to Canada, FedEx often demands the sender (VFS) pay the taxes. VFS will refuse, and your passport will be stuck.
- Recommendation: Include a pre-paid UPS or DHL return label.

Step 5: Activation (The “Flagpole”)
Getting the stamp does not automatically turn your parents into Super Visa holders. They are still technically “Visitors” until they re-enter Canada.
- Once the passports arrive back in Montreal/Toronto with the stamp:
- Drive to the US border (Flagpoling).
- Present the new Super Visa foil to the CBSA officer.
